XPS 15 9570 (32MB; Win 11) Docking Station Compatibility

I bought a new Dell SD25TB4 smart Thunderbolt docking station and connected it to my XP 15 9570 laptop. I updated all drivers and reset BIOS for Thunderbolt options. The docking station situation: a) the LED flashes LED 3 times indicating successful POST test, but it will not power (i.e., LED will not light up); b) two monitors are not detected from laptop's Display settings; and c) the docking station does appear in the DDPM console on the laptop. Is the docking station faulty for not powering up? Is there an incompatibility between XPS 15 9570 and SD25TB4? Any ideas on resolution?
