XPS 15 7590, not charging after new DC cable
My laptop was not charging. Thinking it was my charger, I bought a used one. It charged to 100% the first time. After unplugging to change location of the laptop, I plugged it back in. A window popped up, stating it was the wrong charger. The charger had the same model number, watts... of the original one. I took it to the Geek Squad and they determined that it was the DC cable, however they "couldn't" fix it. I asked a friend if he new of a place that could fix it. He said that he could fix it. He replaced the part and it charged to 100%. He gave it back to me this morning. I plugged the charger in and after a while and the laptop battery is down to 84%. I ran the charger test and the charger is fine. I do see the laptop battery has not charged, however it has not gone below 84%. The friend, who replaced the DC cable, said that if the laptop isn't the the correct charger, Dell will restrict the laptop from charging past 56%. Is this what's going on? How do I fix that?

It's hard to troubleshoot in a vacuum. What model system? Is it an XPS 9350, 7590, etc.? And what type of charger does it use? Barrel connector or USB-C?
Does the system see the AC adapter in Setup (F2 at powerup) or does it show unknown?

The question is whether or not the system recognizes the AC adapter (F2 at powerup to check). If the adapter shows unknown, the battery will not charge.
The other question is what the condition of the battery is -- run a powercfg /batteryreport at a command prompt with admin privilege. What are the current and design capacities of the battery?

If so, the battery will not charge.
If you know the DC jack and cable were replaced with OEM Dell parts to no effect, next would be to try a new, OEM Dell AC adapter. If that doesn't get the adapter recognized, the problem is with the charge circuit on the mainboard and it will need to be replaced.
