XPS 13 Plus 9320 Function Keys only work/turn on if perform a hard restart

Function Keys now only work/turn on if perform a hard restart (hold down power key for 15secs) . I have performed a re-install of Windows 11 and all Dell Updates including BIOS and graphics card but no success. Assume as a result of a Dell update ? Any ideas.
