XPS 13 9350 (2024) won't connect at 40Gbps to a thunderbolt 4 dock

When I connect to a Thunderbolt 4 Dock using an active cable (one with a retimer), the cable does not connect at 40Gbps and instead connects at 20Gbps. Using the same dock and cable allows 40Gbps connections with other computers so the issue seems to be with this laptop. What's interesting is using a passive cable instead of an active one allows the dock to connect at 40Gbps but those are too short for my use case.

Considering the cable works with other laptops, I'm inclined to think it's the XPS 13 and not the cable. Here's a screenshot of the Windows USB4 page showing the 20Gbps connection

Has anyone else encountered this issue or know how to get this escalated? This isn't a HW issue since the laptop seems to work at 40Gbps with passive cables, so I didn't think contacting Dell Support would help much.
