XPS 13 9315 2-in-1 World-facing camera

These are sealed inside the display assembly -- it's either replace the screen assembly, or purchase a screen assembly and salvage the camera from it.  Note that disassembling the screen to replace the camera is a difficult task that's unlikely to succeed without extreme caution and likely will result in some damage to the assembly, if only cosmetic.

the model just like a pad, screen and M/B is all in one, so you talked buy a assembly，that as same as buy a new one, If I buy a new one, why I need to disassembly it for get the camera.

I do understand the design -- it's basically a convertible tablet.  It was never designed to be repaired, so parts will be very scarce.  I suspect the only place you'll find the part -- as I noted -- is to salvage it from another unit of the same model.  And getting it installed may not be an easy undertaking.

I assume the bracket would not be needed.

However ...

Dell does not offer a separate, official world-facing camera module for this model.

If your device’s world-facing camera is malfunctioning, the only way to replace it is through official Dell repair or warranty service.

So like @ejn63  stated, and this is my precis of his et al view(s), It is not readily available and Dell are the only option, unless you buy another screen module and butcher it out yourself.
