On July 2, 2024 a firmware BIOS update was pushed to my Dell XPS 9700 now take 2 minutes to boot.
Now when I do a cold boot it takes ~2 minutes booting from the BIOS before windows even boots. (This is not a windows issue. This is a BIOS boot issue). Pressing F2 or F11 during the initial boot takes ~2 minutes before the BIOS screen is displayed.
After this issue occurred, I then ensured the latest BIOS was installed which is 1.30.0, 1.30.0. (Filename: XPS_17_9700_Precision_5750_1.30.0.exe). It appeared to install correctly.
I ran the quick and advanced diagnostic tests and the results were no errors.
Any idea how I can resolve this issue?

Go into setup (F2 at powerup) and look for the option called "fastboot". It's disabled by default and will slow the POST process -- re-enable it and the system will boot more quickly.
The option is under pre-boot behavior.

@ejn63
I had also reset all setting in the BIOS to default settings. (Should have said in my original post)
I set "Fastboot" to Minimal. It did not help.
