Losing Bluetooth when WIFI loses connection. Driver is dead until reboot
XPS 15 9500
This has been happening consistently for a long time.
Each time the computer loses its Wi-Fi connection (e.g., if you turn off the router in the house), the laptop's Bluetooth driver stops working, and Bluetooth functionality is completely unavailable until I reboot the computer. Trying to enable the driver does nothing. Error 54.
When will DELL/INTEL fix this issue?
XPS 15 9500, running the latest version of Windows and the latest BIOS as of today.

1) Go to Intel wireless bluetooth driver for windows website and download the latest driver. Once done, install it.
2) In the device manager, look under Bluetooth directory for Intel(R) Wireless Bluetooth(R). Click on it and get to its properties. There's a tab called Power Management. Make sure to UNCHECK the box that says, "Allow the computer to turn off the device to save power."
3) Repeat step 2 for any other sub directory within Device Manager if you can find the Power Manager tab in their properties.
