I have a ticket from open OCT 2024 dell is not providing service how do I escalate it.

I have a ticket from open OCT 2024 dell is not providing service how do I escalate it. Dell replaced parts and it didn't fix the issue then dell said we will replace the machine fill warranty transfer form. I had some issues in filling the form I called dell to help me and I did it and warranty got transferred then I was told it should be done in 20 days offer to exchance has expired. Although no date of expiry was mentioned in email I received.
now the dell pro service engineer doesn't reply to fix the issue when I called pro suppoprt they say your case owner should respond let me send him a reminder I have sent several emails but there no respone from the case owner.

This system is on the order of five years old -- is there any remaining warranty on it?

This is the open ticket no 195807009 from Sep-24. Still open but case owner doesn't respond when I call dell they say case owner should respond. I have requested several times to change case owner but it goes back to Justin.
Sending email every week to check but no progress.
