How to disable HDR content-aware brightness adjustments that cause rapid screen flickering?

This has been driving me crazy for years and made me disable HDR completely, just to try to enable it from time to time to see if it has changed... It hasn't. There are numerous topics on Windows forum, Dell forum, Reddit with this problem, but nothing to solve it, so please, once for all: How to get rid of this automatic content-aware brightness nonsense?

Basically, dark content makes the display reduce backlight brightness to the minimum and bright content to the maximum. This makes dark scenes unbearably dark, where you can't even see anything any more.
Additionally, the flickering is extremely visible overall and annoying, up to the point that it physically makes me dizzy.
