Fan keeps running
Dell XPS 17 9700 - when I shut it down - a fan keeps running. I have to unplug it and wait until it shuts off. When I plug it back in, the battery has run down

It's either a bad fan or a bad fan sensor -- since a fan is a $30 or so part, that's the first thing to try replacing (use an OEM part).
If that doesn't work, the fan sensor/controller is bad -- meaning it's replacement mainboard time.

Well I will say it is likely due to firmware, power management, or BIOS issues. So I will suggest you to check for windows fast startup and Change BIOS setting as well.
