Extra RAM for Laptop XPS 15 7590
! read that my XPS 15 7590 laptop could be upgraded to 32GB with a 2x16GB DDR4 running at either 2666 or 3200MHz.
So I bought a Vengeance 3200 kit. But the laptop doesn't work until I restore the original 16GB chips.
Perhaps something needs to be changed in the BIOS or somewhere else.

There's nothing to change -- Vengeance RAM is designed for gaming and gaming notebooks that allow for adjusting memory timing. Your system is not a gaming system and cannot handle the aggressive timing.
Further, the CPU controls the memory speed -- so if it came with 2666 MHz RAM, even 3200 will simply downclock.
You'd be better off buying RAM from Crucial -- or Kingston -- using their memory configurator once you return the incompatible Vengeance RAM.
