Dell.UCA.Systray.exe pop up will not go away even after installing what it asks

On my Dell XPS 9640 I get this pop up every time I reboot. It will not go away, I have installed the required dotnet version, uninstalled and reinstalled to see if that helps, repaired also to see if that helps but then as soon as I reboot again the pop up appears. If I click no then the pop up goes away for about one minute then returns again.

I have resorted to just leaving the pop up open and moving it to the bottom of the screen for now just so it does not keep popping up. The other option is to run the installer that it says it needs to stop it popping up in current session but as soon as I reboot then it starts popping up all over again so easier to just leave it there until I can figure out how to get rid once and for all..

Does anybody know how to fix this?
