Dell XPS 9700 fan still running after shutdown or sleep

After I updated the Bios firmware to 1.34, my XPS 9700 turned off many connections: bluetooth, audio, type-c ports, camera, sensor. I could barely do anything with my laptop. Then I reset windows and reinstalled everything (this took me 2 days).
But now, when I shut down, the fan and keyboard light are still running, the CPU and connections are still on, the laptop is very hot. Even when I sleep windows, the same thing happens and I can't wake-up windows. The only thing I can do is hold down the power button until the laptop power off and starts from scratch.
I tried almost everything to try to fix this error. But in the end I realized that the main problem is Bios. I tried to downgrade to a lower bios version, but version 1.34 prevented the downgrade.
I wonder what Dell did with Bios version 1.34 on Dell XPS 9700? Didn't they test on the device before releasing it. I have seen many similar cases on other Dell models from years ago. Is Dell really serious about this issue? Or is Dell leaving users with bad experiences.
Please, fix this once and for all !!

When your Dell XPS 9700 appears to be staying on after shutdown, with the fan, keyboard lights, CPU, and connections still active, it suggests a potential power management issue, possibly related to power settings, drivers, or even hardware. 

Below are some troubleshooting steps to resolve the issue.

1. Check Power Settings:
Control Panel > Power Options: Ensure "Choose what the power button does" and "Choose what closing the lid does" are set to shut down the computer.
Disable Fast Startup: In the same Power Options, uncheck "Turn on fast startup (recommended)". 
2. Update BIOS and Drivers:

Adjusting Power Settings in Windows
Your power plan affects how much heat your computer generates. Switching to a balanced or power-saving mode can reduce heat output.

Go to Start > Settings > System > Power & battery. Open Windows power settings.
If you're using a Best Performance plan, switch to Balanced or Best Power Efficiency.

These are the common solutions I could find right away, I did them but I did them again in order as you said to see if I missed anything:

They still don't help, the fan, lights still run after Shutdown or Sleep. I have done a lot of ways, almost everything I can find online. I believe, this error comes from Bios Version 1.34. Please check this version, fix the error and update to the new version as soon as possible.

I'm experiencing the exact same issue since updating the BIOS to version 1.34. I've also installed the new BIOS version 1.35, and the same problem with the ACPI Power Button comes up and prevents the laptop from Shutting Down. I'm hoping Dell fixes this pretty soon in the next BIOS update as I'm getting tired of pressing the power button after doing a Shut down from Windows 11.
