Dell XPS 9310 2-in-1 keeps turning itself on after shut down
After shutdown the laptop automatically turns itself on again. I've updated BIOS to the latest version. I've switched off the lid turn on settings in the bios and disabled sleep.
It's destroying my battery as I cannot turn the laptop off. Please help

I can think of a couple system reset you can try. First one is hardware reset. Remove all power and battery. Press and hold power button for around 30 seconds. Reconnect all power and test again.
Since your current issue is power related, you may want to try an RTC reset. The Real Time Clock (RTC) reset function allows you to recover the systems from No POST/No Boot/No Power situations. You can initiate the RTC reset on the system from a power-off state only if it is connected to AC power. Press and hold the power button for 25 seconds. The system RTC reset occurs after you release the power button.
