I think I know what causes the issue. I was having issues with a headset plugged in one of the two USB-C ports in front of the thunderbolt dock. Ever since I started plugging it in the back, the headset issues stopped, and the thunderbolt detects the monitor correctly during startup. So I think this could be related. Switch the USB-C port your devices are connected to and use the back ones if you are having this issue.
