Unplug the system. Remove the base cover and disconnect the battery from the mainboard. Hold the power button for 30 sec. Reconnect the battery, replace the base cover and see if the system will then post.
If it does not, anything more specific requires that you provide the model number -- XPS 9350, 7950, etc.
