Dell 6000 Universal Dock Display Issues
I have a Predator Helios Laptop Running Windows 11. When I plug the dock into the USB-C port, only two of the monitors are accepted. I can switch between the three monitors but only two light up whenever all 3 are plugged in.

It would help to know what monitors you're using (and the resolution and refresh rate) but if they're more than FHD 60 Hz, you have a bandwidth problem -- while the notebook has a Thunderbolt port, the dock is USB-C -- three monitors are more than it can handle.

I am utilizing two LG BL450 Monitors with a refresh rate of 60hz at 1920 x 1080 and one DELL P2210 with a refresh rate of 59.88hz at 1680 X 1050.
I am utilizing the thunderbolt 3 port on the laptop for faster communication. Are saying that the USB-C cable that built into the Dock is not a thunderbolt cable?

Correct. That is not a Thunderbolt dock -- even if you use a Thunderbolt cable with it, it's limited to USB-C bandwidth.
And yes, bandwidth is the issue - you need a Thunderbolt dock to run three monitors from one port.
