XPS simple restart leads to malware install and no display, mouse or keyboard function
I clicked restart ...then some program downloaded and installed; I figured it was some sort of upgrade. Then display went black and mouse and keyboard were not functional. When I attempted manual shut down, the computer turns itself back on. I have been unsuccessful in getting any technical support from Dell.

I Googled, this and got a lot of hits ("display went black and mouse and keyboard were not functional. When I attempted manual shut down, the computer turns itself back on.").
Many were quite old as well.
Basically, one suggestion it to do the booting 3 times and it might trigger the troubleshoot screen and you can run the H/W test. Might also be able to do it by pressing F12 as it boots (you didn't mention if you saw the Dell Logo or not though).
Others point to a RAM failure, might open the case and see if they are securely installed or even switch slots or remove some if you have 2 or more memory sticks?
By the way, what XPS is this?
Have any idea what program d/l'ed?
Have you installed any other programs before this happened?
