XPS 8960, upload speed is zero
When I run Speedtest, my upload is consistently over 900Mbps yet the down is 1.0 or less.
I am running only my ethernet cable and turned off the Wi-Fi. Other wired. PC's on the network have uploads of 90Mbps.
I just set up the new PC and haven't figured out what to do.
Please help.

Always include exact PC model and version of Windows in your posts...
Here's a "generic" approach which may or not apply to your specific hardware:
Click Start>Run>services.msc and click OK. When services.msc opens, look for Killer services (and xTend services, if any).
Double-click each one and set its Startup Type to disabled. Don't change anything else in services.msc. When all Killer (and xTend) services are disabled, close services.msc and reboot PC.
Check Ethernet speeds again.

You're welcome. Glad that solved the problem...
FWIW, this has been an ongoing issue with Killer (owned by Intel) software forever. I have same issues with their app on my XPS 8930 from 2019, and there dozens of posts about this issue on multiple PC models. No BIOS update is ever going to fix it. Users can disable Killer software to stop the problem but only Intel can fix it.
You don't need any of the Killer stuff running for your internet connections to work. If you want to know what the Killer stuff does, read this but only you can decide if you want/need any of that.

Hello Ron,
I followed your directions and my upload speed is now where I'd expect. Thank you so much!
I was on the phone with Technical Services for an hour without success. They discussed a new Bios update coming, implying that would solve my issue.
Am I to assume that with my brand new XPS 8960, I am without some functionality via the Kill app until Dell resolves the issue via a Bios update?

@RoHe Was getting 3mbps download and 1mbps upload and tried everything.
Stumbled across your recommendation about disabling Killer services and my internet speed is back to normal.
