XPS 8960, Dell Restore USB debugger issue

Hello all, 

Microsoft  Windows 11 Pro
Version 10.0.26100 Build 26100
Model Dell XPS 8960 x 64 based
BIOS  2.16.1

I am trying to create a Dell Recovery and Restore USB drive  on my PC, however , when I click on the  Direct Key Creator Icon, i get  this  error  :

"NomadCreator Protection

A debugger has been found running in your system.
Please, unload it from memory and restart your program". 

So far I have tried: disabling  Sandbox, rebooted , disabling  antivirus, but   nothing seems to work.

Kindly asking  for  assistance  to solve this  issue
