Ditto, brand new XPS 8960 i7-13700 desktop (one day out of the box), 512 GB NVMe SSD, nvidia geforce rtx 4060 Ti. Windows 11 Pro, fully updated. I let Windows put itself to sleep. It can't be the network; I unplugged the ethernet cable altogether. It still clicks LOUDLY, fan spins up, then repeats once every few hours.

I have the identical issue. Have had my 8960 since Nov 2023 and I am forced to turn off my PC to avoid the eventual clicking. I opened a ticket soon after purchase and was basically told it was engineered to do that. Total BS, definitely a bug / defect.

I just purchased a new 8960 as well, and have the loud clicking noise when it goes to screen saver.

How is Windows power plan set? Max energy saving or best performance?
Have you looked in Windows Task Scheduler to see if something is scheduled to run when PC is idle (sleeping)?
Examples:
Windows Indexing Service
Antiviral scan
Apps (eg, Adobe Updater, Dell Update/SupportAssist etc) phoning home for looking updates?
Windows Backup file synchronization (eg, to OneDrive etc)
Windows Update
etc.
You could try disabling those scheduled tasks, at least temporarily, to see if that helps. Just keep a record of what you disable so you can re-enable the same tasks again, assuming you want any/all of them to run automatically...

I have the same problem. XPS 8960, i7, 1TB SSD clicks when in sleep mode, and sometimes is slow to respond to waking up. I'm going to turn in a problem ticket.
