XPS 8950, processor grinds to 0.38 GHz!

Question

My XPS 8950 (WIN11 Pro i9k 12 th Gen, 64 GB RAM, RTX 3080 and Samsung 4 TB SSD boot drive x2 - Dual boot with WIN10 Pro) has a recurrent problem of the processor reverting to a very slow speed of 0.38 GHz even though I did not update the BIOS and even turned off automatic BIOS capsule updates. Usually it happens after a hardware update (like I recently upgraded to RTX 4070Ti Super but it was happening even before this upgrade), or sometimes when it failed to start and inside to reboot. The only way to fix it is to revert to an old BIOS like v1.12 off a USB drive and then reinstall the latest BIOS (now at v1.24). Any closes as to how to fix this problem? I also update BIOS only off a USB drive and not from the internal SSD. Thanks in advance.

No joy. Still needed to downgrade and upgrade BIOS anytime there’s a start up problem.

When the 8950 first came out, there were otheres that had this issue. Turned out to be a power plan/management issue. They set everything to max performance and it seemed to cure the problem. Not saying this is your issue but it could be worth a try.
