Well that ruled that out, but it still sounds like a fan noise. Either something is hitting the blades or possibly a failed fan bearing...

Are you sure you have a Physical Hard Drive? 8940's generally had M.2 SSD's installed by default.
I listened to the video, and I hear that 'tinny sound' and think it is a FAN hitting something, like a wire? Did you open the case recently, like last week? Or move the PC then?
Generally when a hard drive (not an SSD) goes, you'd be getting OS errors or hear the head moving back and forth seeking. That is not the noise that I think I heard.
Take the side cover off and see if it still makes noise, where it might be located at. Then you could tell for sure what or why it is happening too.

That sounds more like a fan bearing going out. Also could be a wire that's rubbing up against the fan. If it's coming from the power supply, you cannot replace those fans (without considerable danger from the internals, and you'd be wise to just replace the PSU altogether.
Open up the case, and look for wires rubbing on a fan. If it's not that, then you may just need a new fan. Just pay attention to the connector on the motherboard, as it may not be a standard style and you'd need to source an exact replacement vs just getting on from Micro Center or whatever.
Good luck!

Is it my imagination, or is the grill directly in front of the PSU fan pushed in on your PC in the vid? I don't see a similar "dent" in that grill in Back image in Dell's Setup Guide.
Did the PC get dropped, banged, or pushed into something, which caused the dent in the grill, and possibly also dented the PSU grill behind it, leading to the (fan) noise?

@RoHe
Ron, my 8940 has a similar 'dent' in the grill. Picture available on Request :-)
Possible though that the back grill could be different depending on model (I've got an SE 8940) or the PSU installed?

@RoHe
We'll know more if the OP returns and provides an update of what if anything was found/discovered?

@ispalten
hey ispalten and the others. thank you guys so much for trying to help me solve this problem. i cleaned the fans with compressed air last night and i powered on the computer without the case just to see if any fans were hitting any wires (there was no contact). i haven't heard the noise yet so im guessing the cleaning worked. it seemed like the noise was coming from the video card fan.
i made the mistake of not plugging in my hdmi and displayport to the video card a while back so maybe thats why?

I wouldn't 'think' that the card fan would do it? The card is always running as the drivers load on boot. Possible though that the 'use' of the card by utilizing it raised the card temperature, which sped up the fan?
However from your post it wasn't clear if it started at boot or sometime later? If later, then possibly it could have been that fan if the card got hotter, even without use?
Anyway, glad you got it resolved.
