Many users found out after internal cleaning their pc can no longer post.

Loud fan has nothing to do w dust ball inside.

often it is due to CMOs corruption which can often but not always be cleared.
replace CMOs battery w a new one and clear CMOs settings by RTC reset may be first steps to do

@redxps630​ I just got around replacing my CMOS battery and did an RTC reset.
For the most part, it's quieter than before. However, it's still pretty loud and distracting.
Got any idea about anything else that may be affecting this?

Maybe the psu fan is noisy which is a known issue w this model

Clean it (gosh, at least once every couple of years). Get PDF Service-Manual (some parts that direct-the-air come off easy). It doesn't stay cool by magic.

In garage or driveway, with 40 psi air, all inside (and ports outside). Cool-Air-Intake (usually in front), Fins on cpu-heasink, liquid-cooler radiators, video-cards, etc. Power-supply and it's internal fan (best you can). If normal fans aren't coming mostly clean, take a small art paint-brush to them. 

The (removable/cleanable) dust filters on both of my new Origin-PC Intel-i9's help. Only catch is you then have to remember to clean those ... but fairly easy to remove and clean in office with a high-powered vacuum. I had an XPS-410 once (and a cat) so I taped disposable filters to the front "cool air inlets" (I used those "cloth-like" paper-towels).

Or, you can pay someone to do it I guess.

Sounds like a precarious, non-viable situation in the long-run. Are these Dells that delicate?

 

What are they doing inside? Maybe they are just not qualified to be inside any machine, so they should they be paying someone to do it ... but that doesn't negate it needing to be done. It's similar to maintaining a car, refrigerator, Home-HVAC, etc.

many desktops continue to work despite being highly dusty inside, but after cleaning the motherboard may get corrupted and stopped POST.  I assume during cleaning some dust inadvertently fell at wrong places of motherboard which would otherwise be ok living with dust bunnies.

Possibly. I guess it depends what you are running on it or using it for. 

 

Obviously, the cooling system has to work harder and fans must therefor spin faster due to the reduced efficiency. I'm just try to help OP with his original request.

 

But yes ... doing nothing is acceptable and certainly easier. When the cooling system finally fails, the computer will stop functioning.

If you don't have the luxury of an air compressor, soft vacuum cleaner brush will do.

If the issue was not resolved yet, OP, you need to identify which fan is the culprit and the extremely loud sound was caused by the fan was stuck at max speed or by damaged fan bearing.

You can start with running system diagnostics from F12, one time boot menu.  You may have to interrupt the process and switch diagnostics to advance mode in order to see detailed fan speed.  For visual check, run the system with side panel opened.  

Once you identify which fan and the type of issue, resolution can be anything from a fan replacement to repast of CPU thermal paste. 

For cleaning, a can of compressed air will be safe for no touch cleaning.
