XPS 8930, PowerColor Fighter AMD Radeon RX 6600, no boot
I upgraded the PSU to 850w to support the 500w GPU. Not other upgrades other than RAM. With the new video card unplugged, the computer boots fine from the integrated video. With the new card plugged in, the HD makes a little noise right when the computer is powered then goes silent, the dell logo appears, and nothing else happens. Any ideas?

That is a 130w GPU card, not 500w. The OEM 460w PSU could have handle it.
For power, verify if you have properly connect 8-pin power connector to the card.
For settings, test with Secure Boot on or off from current state of your BIOS settings.

and it shows on the website minimum system power is 500w. Are they just being conservative assuming other power needs? That’s why I got the new PSU

Yes, that website suggests that the power supply of 500w is required to run their graphics card.

Go with Chino's ideas first. If they don't work, card is possibly defective. Did you buy it new?
