XPS 8930, error installing KCC to configure Killer E2400 Network Adapter

I am using Dell Desktop XPS 8930 with latest update of Windows 10 installed. It came with network adapter “Killer E2400 Gigabit Ethernet Controller”.

I was having a lot of problems getting a decent upload speed on my wired Ethernet network. The upload speed was < 1mbps. After reading and researching,  I made some changes and turned off all the “Killer” services. That would help for a couple of days, and it will go back to the same behavior as before, with extremely low upload speed.

I had a KCC (Killer Control Center) application installed. I removed it. Still, I am having the same problem. Now, I am trying to reinstall this application using the following site, but it is failing the error message given below.
Please let me know how to reinstall the KCC again on my desktop.

Thank you.

If all Killer services (and xTend services, if any listed) in services.msc are still disabled, you don't want/need the Killer Control Center.  It's useless unless those services are running, but those services slow internet speeds

Windows Update has a nasty habit of installing Killer updates, disguised as Intel updates, without warning or permission. Everyone of those updates re-enables Killer (and xTend) services in services.msc and installs the Killer Control Center.  (Note: these Intel updates only tend to update the Killer control panel. Intel hasn't updated the E2400 driver in ~ 4 years, from v9.0.0.50.)

That means every time your internet speed takes a nose dive, first thing is to check in services.msc again.
