XPS 8910, installed new RX6600, stuck at Dell boot logo

Hello,

I have Dell xps 8910, it came with i7-6700 cpu, 460w psu, and stock rx480. Recently I upgraded my gpu to sapphire pulse rx 6600 and now the problem is when I go to restart my computer always gets stuck at dell boot logo. I tried to push options of F2 or F12 but nothing happens. 

This is gpu issue, as I can put back my rx480 gpu and boots fine. I've also booted with no problems with intel integrated graphics too. It seems the problem is Dell bios doesn't recognize new gpu. 

I have run all updates in both windows, AMD, and dell. My bios is up-to-date. and is version 1.1.12. My psu should also be fine as the power draw on thx rx6600 is below my previous card and my system is within the minimum psu specs from amd.

I tried disabling secure boot, can get into windows but then my M.2 drive doesn't show up in windows explorer (samsung 970 evo+). 

Any ideas what I can do? I haven't tried bios reset, or taking cmos(?) battery off motherboard. Is there anything I can do to get this gpu recognized in bios. I have looked at bios options and don't see any option to select gpu. 

Anyone have this problem and could help would be greatly appreciated!!

you can try this given age of PC

no promise it would be solution.

AMD cards often give issue.  sometimes Secure boot paradoxically Need to be enabled to see RX card.

try connect video cable to onboard video port with RX installed, go inside dev mgr to see whether any card is listed there.  if yes, let Windows update auto download AMD driver for the card.  I prefer this as first test than AMD card driver which is often bloatware and huge.

a clean install of Win 10 if you had already installed multiple video drivers.

I should clarify in order to be able to boot with onboard video port (from motherboard) I have to take out the rx6600 gpu out of the pc, that's the only way I can boot. I should add the gpu seems like it's working, fans are spinning.

fan spinning is not promise that gpu is good.  need to test gpu in another pc preferably non-Dell.  the fact that PC can not provide any POST video onboard when RX is installed is suspicious.  try the cmos clear via jumper and replace cmos battery trick still

@redxps630​  I have a follow-up question, I've seen many posts about disabling secure boot. If I do this and can load into windows, and then update my gpu drivers through windows, will this provide the signed digital drivers for dell bios so can I switch back to enabling secure boot, or do I need to disable secure boot permanently?

To paraphrase, does secure boot need to be disabled permanently or just to boot into windows and install drivers and then switch it back? I do have reluctance to disable permanently, see below.

I tried this but when I booted into windows it didn't recognize one of my m.2 drive in explorer which I thought was weird. My boot drive is a samsung 870 evo plus sata ssd, and I also have a HDD that the pc came with hooked up but never use it.

probably not.  BIOS POST has nothing to do with Windows gpu driver

but you can still try it.  

I do not find Intel multi display option in 8910 bios.  strange.

when strange post behavior presents in such model, always replace cmos battery with a new one then clear cmos settings via mobo jumper.  it solves many conundrums.

do you have SATA operation set as RAID or AHCI.  prefer AHCI
