XPS 8900, front facing USB port replacement power surge
I have an XPS 8900 where the front-facing USB 3 ports were damaged.
Purchased an OEM replacement part (P9P90) dual-port panel cable and I'm getting the following message:
Power Surge: unknown usb device needs more power than the port can supply
This item should be a direct replacement for the original.

P9P90 is the correct part for the 2015 XPS 8900 =
When you connected it to the motherboard port 14 (page 16), did it easily connect to the 20 pins? Did it "snap" into the port?
While the XPS 8900 was open, did you replace the CMOS CR2032 coin-cell battery?
List every USB device currently connected to the rear and front of the XPS 8900.

When I connected it makes a satisfying click form the little metal piece snapping over the edge and the connector itself is seated securely. I have also removed it and re-inserted to make sure that there are no bent pins.
The CR2032 battery has been replaced with the same results.
The following devices are connected and to the following ports:
Logitech TrackMan Marble Mouse - USB2 port in rear
Dell Keyboard KB212-B - USB2 port in rear
There are no other devices plugged into USB ports on the computer.

Try update hardware in Device Manager, especially if there's an ⚠️ by anything.

After replacing CMOS battery w a new one, try clear CMOS settings by motherboard jumper

If the replacement part is good, then maybe when the other one got damaged, it permanently damaged the circuits on the motherboard?
You might have to write-that-off and only use the back-ones or install a PCIe card.
But personally, since you are past-due ... I would be thinking about getting a newer computer soon.
