XPS 8700, is it TPM 2.0?
Are there TPM 2.0. Can I update to TPM 2.0 required for update to Windows 11. I also need to update my CPU, but this doesnt make sence if TPM 2.0 is not available :)

It doesn't matter -- there is no CPU you can use that's Windows-11 officially supported.
You can either run Windows 11 in unsupported mode, or decide it's time for a new system -- the one you have will never support Windows 11 officially.

you can not upgrade cpu in 8700 to 8th gen intel cpu which is required for Win 11 official support. the chipset of 8700 Z87 as well as cpu socket LAG1150 are not compatible with coffee lake aka 8th gen cpu. you need a whole new motherboard such as XPS 8930 to support 8th gen cpu.
along the same line of chipset incompatibility, 8700 uses older DDR3 ram, which is not c/w Win 11 either.
without a cpu eligible for official Win 11, it is irrelevant to consider TPM on the 8700 mobo.
but like already said, perfectly fine to install Win 11 in 8700 if you bypass the cpu and TPM requirement using trick available on internet
