You can upgrade with a GeForce GTX 1650 Super as suggested by this upgrade guide https://www.hardware-corner.net/desktop-models/Dell-XPS-8300/

Re: if it's more cost effective to replace computer.
XPS 8300 has intel 2nd gen cpu. Dell forum recommendation of majority of volunteer helper is get a more modern PC than investing in upgrade of a legacy end of life model. having said that, if you can get hold of a very cheap gpu upgrade say 20 USD at most, you could try it. The whole PC of XPS 8300 w i7-2600 is probably not worth more than 40-50 USD in value on today's market and some people just give them away b/o its value. pls take that into account.
legacy Dell XPS includes:

the amazon link comes to USD149. not recommended at all.
if you buff up a good cosmetic condition XPS 8300 to max ram and ssd you may sell it on local market for 60-70 USD

Thanks to all! I don't game - just use my computer for personal use. I figured it's better to spend $149 to replace the video card than to purchase a new computer. This is not an upgrade - the computer is going into "safe mode" randomly and giving me a blank screen - and will eventually reboot. I'm assuming it is the video card that has gone bad.
Am I wrong?

The suggested GTX 1650 Super was intended as a most optimum performance compatible with the XPS 8300 system. If you are not planning to run graphics intensive applications, I suggest to get a used yet powerful enough for 4K graphics display. A Dell OEM RX 550 comes to mind as an affordable for as low as $35 USD. In addition to the video card, upgrade the boot drive to a solid state if you haven't done it already.
If your system has experiencing issue, you can start with a basic maintenance for troubleshooting. Replace the coin cell battery with a fresh new CR2032. Take note of your BIOS settings prior to battery replacement as it will require to make adjustments to the settings afterward.
Refer to service manual and taking precaution while performing any work on your system motherboard https://data.technimax.cz/attach/artilky/xps-8300_service%20manual_en-us.pdf

you can buy a used Dell (XPS 8900 etc.) that has much better spec than XPS 8300 with 150 USD

most likely not due to video card. Try uninstall the GT530 and connect video cable to onboard VGA video port. if issue is due to 8300 but not video card, same issue would recur.
if so, try a clean OS install. your current software setup could be corrupted.
