Stuck at the Dell logo and bios don’t work

I put in a new Low profile graphics card Try booting Show the logo I re-plugged everything Unplugged the bios And all it shows is preparing one time boot menu He won’t let me load into bios And it just shows the dell logo

Presumably, this is a desktop system - not a notebook.  What model?  And what GPU card did you install?

Put the OLD card back in or use the built-in video output and try again.

Best I can suggest not knowing model of the PC nor the card put in and if another one was taken out?

Did you press F2 when the logo was showing?

Sort of confused when you said these, "bios don't work" and "unplugged the bios"?

What exactly is the "one time boot menu" you see?

With old card installed, reboot and tap F2 to open BIOS setup. Disable Secure Boot. Save the change and exit setup.  When you get back to your desktop, shut down normally. 

Unplug PC and swap in new video card, and see if PC boots now...
