If anyone is interested. The solution involved changing the bios to legacy.
Fortunately I had another disk to use.
Once again I thank everyone for there time

Some suggested compatible GPUs for XPS 8930 with stock 460W PSU are listed here. Don't know how up-to-date that list is...

FWIW, you can also check what GPUs others are running in XPS 8930 at userbenchmark.com.
Caveat: the site doesn't indicate what size PSU is installed in those XPS 8930 PCs. So just because someone is running a certain card, that doesn't mean you can run it with whichever PSU is installed in your PC.

The Power supply is a evga 600 watt bronze . Everything works as before with gtx 1060. Swapping in the rx 6750 xt , machine starts gets to dell screen. Hitting f2 or f12 gives blue loading light and Everything stops .

@Peter c33 if you are installing a non-Dell graphics card you may need to disable Secure Boot in BIOS first.

@Peter c33 - Is the 600W PSU adequate?
MSI's specs say the minimum recommended PSU for their RX6750 XT is 650W...

@Peter c33 Glad you got it to work, but rather odd you had to set BIOS to Legacy.
That means you no longer have the extra security protections offered by Secure Boot and TPM.
Maybe you should contact MSI support to see if there's a way to get it working with Legacy disabled.
