you need to change BIOS SATA operation from Dell default RAID ON to AHCI in safe mode
user success report:
windows can not boot in safemode if the PIN sign-in is enabled. I had to disable PIN sign-in before going into safemode. Windows really should warn users that enabling the PIN will prevent you from booting in safemode.
once I disabled PIN, all the steps worked and I was able to install my m.2 in AHCI mode.
Many Dell desktop bios have this setting:

user beware:
when you apply custom change to bios, there is a present or future risk that when PC is unplugged from power for long time and PC is older than 5 years when cmos battery expires, Dell bios may revert to RAID ON default, at which point it will prevent user from using the C: and D: drive in a normal unlinked manner. when that happens, replace the cmos battery with a new one, change BIOS back to AHCI and save, you would not need to enter safe mode any more to do this.
