Connect Web Cam to XPS 8950
I need to connect a web cam to my Dell 8950. The web cam has a USB C connector. I think I can connect to the front panel USB C port but not the rear port. I would like a rear panel connection. What are my options? Can I use a USB C to USB A adapter?

Before buying an adapter, test the web cam on both ports and let us know the results.
Front USB 3.2 Gen 2 Type-C port data transfer rate of up to 5 Gbps
Rear USB 3.2 Gen 2x2 Type C port data transfer rate of up to 20 Gbps

As Chris mentioned already there is a USB C port on back panel

Note that it states that the rear port does not support video and audio streaming.

Rear USB-C port doesn't support DisplayPort Alt Mode for video and audio output, so you wouldn't be able to use that port to connect a display or TV to send video and optionally audio to it, as is possible with the USB-C ports on some systems, often through a USB-C to DisplayPort or USB-C to HDMI cable. But that port will still work as a regular USB data port just fine for web cam. Note web cam works the same way whether it is usb 2.0 3.0 or C.
