Let's start with WHAT is the PC model you are having a problem with?

From your description, there is NO BLUETOOTH driver installed.

Sometimes it is installed with the Network driver, other times it is a driver installed by itself.

First under Support page look at the drivers FOR YOUR PC, and if there is a BLueTooth there, get it and install it.

In my case for my XPS8940, this IS the Bluetooth driver, Intel-BE2xx-AX4xx-AX2xx-9xxx-and-Killer-BE17xx-AX16xx_GD9WD_WIN64_23.100.1.1_A52_02.EXE, part of the network adapter driver.

Some systems 'might' have an individual driver though. Check the Support page for drivers for YOUR PC.
