Wyse D90D8 unable to format internal SSD

SSD is a half module SATA ( Apacer 8Y.F1CD4.LR25B ) 16 gigs mlc - default factory installed.

(it all fails to wipe the disk / repartition)

I've tried connecting it to another computer , use linux boot disk (easeus or minitools partition tools , winPE using diskpart command) Active Boot Disk - it all fails.

Its like the SSD has some write lock - i can't even restore to factory -

Any ideas how to overcome this ? I have several of these in the company but im unable to clean the disks to install something else instead of Win8 which doesn't fit our needs at this moment.
