WE7 installation: setup was unable to create a new system partition or locate an exis

Dear Members,

I created a Windows 7 embedded image for an ATOM PC (vendor: IEI) 
To install the image I used a Windows PE CD. 

After windows PE boots I divided the disk (14GB) into 2 partitions with diskpart:

select disk 0
clean
create partition primary size=7000
create partition primary
select partition 1
active
exit

Then I ran setup.exe.

When I got the screen where I should select the installation partition I chose the first one marked as "system".

But then I got the message:

setup was unable to create a new system partition or locate an existing system partition. See the setup log files for more information

I also tried creating the partitions during the installation and got the same results.

Where are the "setup log files" located ?

The image was created using a PMQ file. I ran tap.exe under Windows 7 enterprise.
Under Windows 7 enterprise, I opened the device manager and saw the disk:
Disk Drives
SanDisk SSD U100 16GB ATA Device

According to the device manager, the drivers required for this disk are:
Disk.sys
Partmgr.sys
Is it possible that those basic drivers are not included in my image ?
