Disable Theme Auto Load on C90LE7

Can anyone tell me how to disable a C90LE7 from trying to load the Wyse Default theme whenever the write filter is turned on?

I've not had this issue with any older boxes (even older model C90LE7) but I can't seem to find a way to make it stop. It works fine with FBWF disabled, but as soon as I enable it and login to the only local profile on the machine it opens the windows personalization options and attempts to switch the theme back to wyse default.
