 C90LEW Scrren timeout on domain user accounts

I have several clients using C90LEW thin clients with xpe and all are on a windows domain. The problem is, they want to turn off the screen timeout and the domain user is not given access. I tried following the instructions on the microsoft knowledgebase for enforcing power options through group policy but it was unsucessful. The odd thing is, the users cannot adjust this setting even though they are domain admins. When I tried to add a domain user account to the local administrators group it was unavailable.

Can anyone please give me some hints? I have searched and searched and tried everything, including manually editing the settings in the registry.
