5070 unable to break out of appliance mode

I'm hoping I can get help on this issue, I have one device where as user, I can break out of appliance mode as I normally would with the key combo. But logged in as Admin, it doesn't work. Appliance mode starts and the breakout key combo just dings. No menu, not hidden or anything else...

Anyone else seen this before?
