Thin OS 9.1 Idle Timout vs Inactive Timeout

I need the system to autologoff if the user logs in but doesn't load a session

Then, when they're in a session, I don't want it to autologoff. 

The two settings that I assume are relevant are below.

It seems to me that the correct setting is Inactive (when no session is running). But so far, no setting or combination of settings has worked, Either neither times (0,0) out or they both do (1,0 ; 0,1 ; 1,1)

Any ideas how to achieve what I'm trying to do?
