Widows XP Not launching Set Up after download

Widows XP Not launching Set Up after download

Hi was wondering if anyone had the same problem as me? I am downloading pocketcloud luncher from the site to my laptop, I run it and windows pops up with an "allow program to run box", I click ok and nothing.... Please help
