What is the difference between "ThinOS 8.6 to ThinOS 9.1.1131 Base" & "ThinOS 9.1.1131 Merlin Image"?

The Base can be pushed from WMS. The Merlin image is to be used with the USB Imaging Tool. I used both methods last week and it worked out well.

I would add, 9.1 by default enables secure boot.
If there are plans to downgrade or use Dell Imaging Tool USB, you will need to disable secure boot from Bios and disable TPM if applicable [eg: 3040 has no TPM while 5070 does]
