Public en Private Cloud

I need urgent help, and hopefully someone can answer my question.

Is there a way for both public and private coud of WMS to run completely in the cloud?

I read that you need at least one physical or virtual machine for this. Now I can use Azure for a virtual machine (cloud). But does Dell also offer something in-house, to do this?
