WDM - cannot remove or reinstall

WDM - cannot remove or reinstall

While uninstalling 4.8.5, install shield crashed and now WDM is stuck in a state of limbo. When I try to either reinstall or uninstall, I get errors dealing with the WDM database, it says the database is not running and that it needs to be for uninstallation, the RapportDB still exists and the service is running.

Errors:

Database install table not found. WDM database must be running before installation.
WDM database must be running before uninstallation starts

When I first saw these I checked to see if the RapportDB was still there and it wasn't so manually reinstalled the db and set up the necessary logins and users. I put an entry in the install table and I've made sure the service is running. For some reason the uninstaller still thinks that the DB is not running.

Basically everything WDM related was uninstalled except it seems one small thing somewhere telling the installer that WDM is still installed.
Is there a way to simply remove all traces of WDM so I can reinstall?
