Windows 11, free for Windows 8 or 10 users?

Hey guys Brishabh here. I'm very curious to know if Windows 11 is a free upgradable for Windows 10 users? When it is available for Dell laptops? My system configuration: Dell Inspiron 15 3593 I5 10th gen.
