According to Dell's list of systems that can be upgraded, no. However you have an 8th gen CPU and possibly have TPM 2.0 and SecureBoot. I am thinking that per the MS specs it should be upgradeable. However run the PC Health Check app here and it will inform you if your system is compatible. If you cannot run update and install using that method then you can visit this page and either use Installation Assistant (basically the update version), or download the media creation tool which is exactly like the tool in Windows 10.

One further note, if you install Windows 11 and need Dell tech support down the road they will insist that you reinstall Windows 10 before they will assist you.

I have the PC Help Check application and the answer is:
"Windows 11 cannot be installed on this computer. Your computer does not meet the specified requirements. Windows 10 will be supported on October 14, 2025, but you can also browse for new computers that support Windows 11."
In addition, my laptop most likely does not have a TPM 2.0 module, but an Intel PTT module.
Dell Support Support does not include the Inspiron 7570 as upgradable to windows 11.

A couple of things here. As I stated Dell will not support your system if Windows 11 is installed, however that does not mean it will not run on your system. I explained how you can install Windows 11. Also you do not need the TPM module itself. You have PTT which is the Intel firmware alternative. If you have PTT and SecureBoot and at least an 8th generation Intel CPU, you will be able to run Windows 11. Enable PTT then make sure SecureBoot is enabled. Then run the PC Health Check app again. I would bet that your system would then meet the Windows 11 requirements.
