Wiggle Mouse to Wake up Computer

Hello,

I have been struggling to find an answer for how to just wiggle my mouse and have that wake up my laptop.  I want to keep the laptop cover closed and just use my new monitor.  The "on" light is always on on the monitor (I don't turn it off), and I have been able to figure out the settings so that the laptop can be closed and the monitor is on.  But....what are the settings so I can just wiggle the mouse and the system will turn on? 

I have tried following multiple previous posts and nothing is working!  I am using Windows 10 on a Dell computer and Dell monitor.
