Why Multi-Language Versions of Windows?

Looking at XPS desktops, I am noticing that some of the included versions of Windows 11 say "Windows 11, English" while others say "Windows 11 English, Spanish, French." I don't understand why Dell offers Windows in three languages on its US English website, or why some computers are English only while others come with three languages. If I want a native Spanish version of Windows, I would order a computer from the Sitio Oficial de Dell España.

And in that case, what version of English is included (US, Canada, UK) and French (Canada, France) and Spanish (Mexico, Spain)?

I just don't understand why Dell offer a multi-language version of Windows on its US English website, and why some computers are English only while others get three languages. Can you explain?
