WB7022 Webcam, only outputting 4K 24 fps instead of 30 fps

Has anyone used OBS to record using the Dell Ultrasharp WB7022 Webcam as a Video Capture Source set to 4K (3840x2160), 30 fps (frames per second) ? I took a close, frame by frame look at my recent recordings and it seems to be duplicating every 4th frame to make the 5th, like it's outputting 24 fps and repeating frames to get to 30 fps.  I swapped back to my other non-Dell 4K webcam I was using before and it records fine in OBS at 4K 30 fps.

I tried recording test clips using the Dell Peripheral Manager and the Windows 11 Camera App and they record perfect 4K, 30 fps on the same PC. I also connected the webcam to my Mac, and OBS for Mac records perfect 4K 30 fps with it so it seems to be a problem with one of the underling Windows API's.

To help troubleshoot, I tried another app, "CamSplitter" to see if I could record a second copy along side OBS and the app will only lets me select 24 fps for the 4K resolution, so that's weird.

Digging deeper, it seems apps that use the "Windows Media Framework" to connect to it like the Microsoft Camera App are able to successfully get 4K 30 fps output and other apps that use the DirectShow API are limited to 24 fps.

I made sure all my apps/OS were updated. I'm on Windows 11 22H2, using Dell Peripheral Manager 1.6.3, and Firmware 0.0.8.7 on the Webcam. I also reproduced the issue with OBS versions 27.2.4, 28.1.2, and 29 Beta 2 and tried a couple different USB 3.0 ports. 

So do you think its a DirectShow driver bug or an issue with the webcam hardware? How does one file a bug report with Dell?
